Aug 1 (Reuters) – Meta Platforms (META.O) said on Tuesday it has begun the process to end access to news on Facebook and Instagram for all users in Canada. The decision is a fallout of a legislation passed by Canadian parliament that would force platforms like Google parent Alphabet (GOOGL.O) and Meta to negotiate commercial deals and pay Canadian news publishers for their content. Such a legislation is also part of a broader global trend to make tech firms pay for news. “As we’ve always said, the law is based on a fundamentally flawed premise. And, regrettably, the only way we can reasonably comply is to end news availability in Canada,” Meta spokesperson Andy Stone said on X social media platform, previously known as Twitter. By Kathryn Armstrong The battle for Bakhmut, the Ukrainian city which Russia has spent months trying to capture, is “stabilising”, says Ukraine’s commander in chief. Earlier this month, Western officials estimated between 20,000 and 30,000 Russian troops had been killed or injured in Bakhmut since last summer. But despite that, Valerii Zaluzhnyi said Ukrainian troops’ “tremendous efforts” were holding back Russia. Moscow is eager for a victory after failing to make major recent gains. Despite this, military analysts believe Bakhmut has little strategic value, with the city’s importance now symbolic. On Facebook, Lt Gen Zaluzhnyi said that while the situation on Ukraine’s frontlines “is the toughest in the Bakhmut direction…due to the tremendous efforts of the defence forces, we are managing to stabilise the situation”. Lt Gen Zaluzhnyi posted after speaking to the UK’s Chief of Defence Staff, Admiral Sir Tony Radakin, about the situation in Ukraine. His comments are the latest positive signal from Ukrainian officials about the long battle for Bakhmut. On Thursday, Oleksandr Syrsky, commander of the country’s ground forces, said that Russian troops were “exhausted” near Bakhmut. Mr Syrsky added that while Russia “has not given up hope of taking Bakhmut at all costs despite losses in manpower and equipment… they are losing significant strength”. “Very soon we will take advantage of this opportunity, like we did near Kyiv, Kharkiv, Balakliya and Kupiansk,” he said, referring to successful Ukrainian counter-offensives last year. And earlier this week, Ukrainian President Volodymyr Zelensky visited the frontline near Bakhmut, where he last visited in December. Footage released by his office showed him in an old warehouse giving medals to soldiers, whom he called “heroes”. On Wednesday, the UK said a Ukrainian counter-attack to the west of Bakhmut is likely to relieve pressure on a supply route to the city, and that Russia’s attack on the city could be losing the “limited momentum” it had. But the statement added that “Ukrainian defence remains at risk from envelopment from the north and south”. The Institute for War, meanwhile, said on Thursday that while Ukraine is still outnumbered by the Wagner group, Ukrainian forces “continue to exhaust the mercenaries, which will enable Ukrainian forces to pursue unspecified future offensive operations”. Wagner, a private, mercenary organisation, is at the heart of the Russian assault on Bakhmut. Its leader, Yevgeny Prigozhin, has staked his reputation on seizing the city. About 70,000 people lived in Bakhmut before the invasion, but only a few thousand remain. Its capture would bring Russia slightly closer to controlling the whole of Donetsk region, one of four regions in eastern and southern Ukraine illegally annexed by Russia last September.

The U.S. and Canada have reached a deal that would give both countries the authority to turn away asylum-seekers at unofficial crossing points on their shared border, President Biden and Canadian Prime Minister Justin Trudeau announced Friday. Starting early Saturday morning, migrants who cross into Canada between official ports of entry will be quickly returned to the U.S., Trudeau said at a joint press conference in Ottawa. The new agreement will also allow the U.S. to send asylum-seekers who cross the northern border at unofficial crossing points back to Canada, according to the published text of a rule that is set to be published in the Federal Register. The deal is the latest move by the Biden administration to discourage migrants from crossing the border illegally in order to seek asylum, over the objections of immigrant advocates and some Democrats. “Today’s coordinated actions with the Government of Canada will protect the integrity of the asylum process, discourage dangerous crossings between ports of entry, and encourage lawful pathways for migration,” Department of Homeland Security Secretary Alejandro Mayorkas said in a statement. The U.S. and Canada have long had what’s known as a Safe Third Country Agreement in place that allows them to turn back migrants if they cross through official ports of entry. But Canada has seen a dramatic uptick in traffic at unofficial crossings. Last year, more than 39,000 asylum-seekers crossed into Quebec outside official ports of entry — many of them using Roxham Road, a small road in northern New York that dead-ends at the U.S.-Canada border. That’s led Canadian officials to call for tougher restrictions. Many of those migrants initially came to the U.S. at the southern border and were bused to New York City. But tens of thousands have since found themselves in limbo — unable to work legally, or to send money back to their relatives in Venezuela and other countries in Latin America and beyond. “We couldn’t just shut down Roxham Road. People would’ve looked for other places to cross. That’s why we chose to modernize the Safe Third Country Agreement,” Trudeau said at the joint press conference. As part of the deal, Canada has also agreed to provide “access to legal pathways” for an additional 15,000 migrants per year from Latin America and the Caribbean, according to the Department of Homeland Security. “We will increase the number of asylum-seekers who we accept from the Western Hemisphere to compensate for closing these irregular crossings,” Trudeau said in French through an interpreter. But immigrant advocates criticized the deal for limiting the movement of asylum-seekers. “It’s an unfortunate development for asylum seekers seeking protections and basic human dignity,” said Elora Mukherjee, the director of Columbia Law School Immigrants’ Rights Clinic. “Asylum seekers flee violent conditions to build better futures for themselves and their families—they undergo extreme journeys across thousands of miles in search of safety and relief,” said Murad Awawdeh, the executive director of the New York Immigration Coalition, in a statement. “To now restrict the movement of asylum seekers is to recklessly endanger their lives.”

‘Ted Lasso’ cast joins White House briefing to discuss mental health

Sudeikis — who plays the title character on the Apple TV+ show, which has included multiple episodes touching on mental health — called on Americans to not be afraid to ask for help. “While it’s easier said than done, we also have to know that we shouldn’t be afraid to ask for help ourselves,” Sudeikis said. “And that does take a lot, especially when it’s something that has such a negative stigma to it such as mental health, and that doesn’t need to be that way.” “I know in this town a lot of folks don’t always agree … but I truly believe we should all do our best to take care of each other,” he added. Alongside press secretary Karine Jean-Pierre, Sudeikis was joined at the podium by actors Brett Goldstein, who plays Roy Kent; Hannah Waddingham, who plays Rebecca Welton; Brendan Hunt, who plays Coach Beard; and Toheeb Jimoh, who plays Sam Obisanya. European stock markets were sharply lower Wednesday, with banking stocks in deep negative territory amid the global Silicon Valley Bank fallout and more bad news for Credit Suisse. The pan-European Stoxx 600 index was down 2.5%, with all sectors trading in the red.

Credit Suisse’s woes are “not new news,” Rabobank’s head of rates strategy Richard McGuire told CNBC — but the “jitters related to a possible systemic read across from Silicon Valley Bank” are. McGuire does not see central banks being “blown off course” by current stresses, saying that to do so would see them abandon their mandates to bring down inflation. Two Americans kidnapped in Mexico are dead and two are alive, local governor says

Gov. Américo Villarreal made the announcement over the phone at a presidential news conference Tuesday morning, noting that the other Americans are alive. One of the surviving victims, however, is wounded, he said. The person’s condition was not disclosed. The governor said details were confirmed by prosecutors earlier Tuesday morning. He said that ambulances and security personnel were going to give support to the victims. It’s not clear where they were found. Mexican President Andrés Manuel López Obrador said further details would be released later. “We are very sorry that this happened in our country and we send our condolences to the families of the victims, friends, and the United States government, and we will continue doing our work to guarantee peace and tranquility,” he said. Tamaulipas Attorney General Irving Barrios Mojica tweeted Tuesday that the four U.S. citizens were found by “joint search actions.” He said that work is underway to capture those behind the kidnapping. The FBI had been offering a $50,000 reward for the safe return of the U.S. citizens. The group was kidnapped Friday after driving into Matamoros, Tamaulipas, just south of Brownsville, Texas. Dramatic video showing a gunman dragging people into a white pickup truck captured the kidnapping as it unfolded, a law enforcement source with knowledge of the matter confirmed. Authorities have yet to identify the four people. But one of the victims was identified as LaTavia Washington McGee by her cousin, Aliyah McCleod, who is acting as a family spokesperson. McCleod also identified another member of the group as Shaeed Woodard. McCleod said the group is from South Carolina, and had been traveling in a rental vehicle with North Carolina license plates when they entered Matamoros. The FBI confirmed that the group was traveling in a white minivan with North Carolina plates. McCleod said the group had traveled to Mexico for a “medical procedure.” She said her family was pleading for their safe return. A law enforcement official with knowledge of the matter said a woman in the group had been seeking a cosmetic medical procedure. The official said cartel gunmen had targeted the group in a case of mistaken identity.

‘Oh my daughter’: Volunteer medic, 29, buried in Ukraine

VINNYTSIA, Ukraine (AP) — As the mother’s cries of anguish pierced the cold morning air, mourners who had fought back tears could hold them no longer. “Oh Yana, oh my daughter,” Olena Rikhlitska howled. “My baby, my little one.” Her only child, 29-year-old Yana Rikhlitska, lay in a coffin before her, the younger woman’s blonde hair still in the tight braids she adopted when she voluntarily joined the Ukrainian army as a medic late last year. Just over a week ago, Associated Press journalists filmed Yana Rikhlitska as she helped treat wounded soldiers in a field hospital outside Bakhmut, which Russian forces have pulverized during a three-sided assault to seize the city in eastern Ukraine. A few days later she was dead. Rikhlitska and another medic were killed by shelling as they shuttled between the field hospital and the front line. As friends, colleagues and relatives gathered Tuesday in her home city of Vinnytsia in central Ukraine to bid her a final farewell, they remembered a person full of vitality and spurred by a life-long drive to help others. “She was really friendly and kind,” said Viktor Fateyev, 39, a colleague from the IT company where she worked in the human resources department. “She was like a mother to everyone; she was the focus point everyone gathered around.” Rikhlitska was in Brazil just before Russia’s full-scale invasion of Ukraine on Feb. 24, 2022. She spent a few months in the South American country practicing capoeira, an Afro-Brazilian martial art, Fateyev said, clutching a bunch of yellow tulips as he waited to pay his respects at the funeral. She flew home after the invasion, he said, and straight away began fundraising and working as a volunteer for troops to help the Ukrainian defense effort. It wasn’t long before she decided to become a front-line medic. He spotted her in the AP video when it aired, Fateyev said, and posted it in a group chat of her co-workers. “Everyone was so excited,” he said. “And then, the next day…” he trailed off. Tetiana Obraztsova, 30, a member of a volunteer combat medic group who met Rikhlitska in September, said Rikhlitska ferried humanitarian aid to Bakhmut even before she became a medic. Russia has been trying to capture the city for six months. “She did all that she could, right from the start of the full-scale war,” Obraztsova said. Fellow volunteer Anastasia Muzyka, 29, recalled Rikhlitska as bright, kind and indefatigable. “She was fiery, in a good way. She was so dedicated. It was like she was never tired,” Muzyka said. In combat, eventually even soldiers need to rest, she added, “but not Yara. She was always there, helping everyone.” It was during her volunteer work in August that she met her future husband, Oleksandr, who was in the Ukrainian army. Amid the din of war, their love blossomed, and the couple married on Dec. 31, 2022. “She was fire, the fire that cannot be extinguished.” said Oleksandr, who would only give his first name. Childhood friend Snizhana Zaliubivska, 28, remembered Rikhlitska displaying a desire to help even as a little girl. The two had lost touch in recent years, but Zaliubivska was devastated to hear of her friend’s death. “It wasn’t a surprise that she was volunteering. She was a true patriot of the country,” she said. “She would never refuse anyone, she was always helping everyone who would ask.” Draped with the blue and yellow Ukrainian flag, Rikhlitska’s coffin was transported to the military section of the local cemetery and opened once more. Ashen-faced, her mother gently stroked her daughter’s cheek, and kissed her one last time. “No, no!” Olena Rikhlitska sobbed as the coffin was carried to the grave and lowered to the sound of a gun salute. Only the support of her husband, Mykola, and another relative prevented her from sinking to the ground.

FBI offers $50K reward for safe return of 4 U.S. citizens kidnapped at gunpoint in Mexico

A senior U.S. official told NBC News on Monday that the Americans kidnapped did not cross the border for any criminal purpose. The four Americans crossed into Matamoros, Tamaulipas, in a white minivan with North Carolina plates Friday, the FBI said in a statement. Matamoros is just south of Brownsville, Texas. Shortly after crossing into Mexico they were met with gunfire by unidentified shooters, the release said. The gunmen “herded the four U.S. citizens into another vehicle and fled the scene with them,” the FBI said. U.S. Ambassador to Mexico Ken Salazar said Monday in a statement that an “innocent Mexican citizen was tragically killed” during the kidnapping. Mexican President Andrés Manuel López Obrador said the Americans were in the country to buy medicine. “They are people from the United States who crossed the border to buy medicines and there was a confrontation between groups. The matter is looked into. I think it will be resolved,” López Obrador said Monday during a daily press conference. It is not uncommon for Americans to cross the Southern Border for cheaper medication in Mexico. The senior U.S. official did not endorse the comments of Mexico’s president that the Americans entered his country to buy medicine. A spokesperson with the National Security Council said in a statement Monday the kidnappings were “unacceptable.” “Our thoughts are with the families of these individuals and we stand ready to provide all appropriate consular assistance,” the statement said. “U.S. law enforcement is in touch with Mexican law enforcement. The Departments of State and Homeland Security are also coordinating with Mexican authorities. We’ll continue to coordinate with Mexico to bring those responsible to justice.” The case is under investigation by the FBI and Mexican law enforcement, and the FBI is asking the public for information leading to arrests. Officials did not provide any further details on the abduction and did not identify the victims. The reward money is for the safe return of the kidnapped victims as well as the arrest of those involved in the assault and kidnapping attack. Anyone with information is urged to call the FBI’s San Antonio division at (210) 225-6741. The U.S. State Department has a “Do Not Travel” warning for Tamaulipas state due to “crime and kidnapping.” The department said organized crime activity including gun battles, armed robbery and kidnappings are common along the northern border and in Ciudad Victoria. “Criminal groups target public and private passenger buses, as well as private automobiles traveling through Tamaulipas, often taking passengers and demanding ransom payments,” the warning said.
